SB 1146 - Under the act, in all cases where the law provides for an independent review of an agency's decision by a board other than the administrative hearing commission, and provides for de novo review by the circuit court, an aggrieved party may waive review by the board and file in the circuit court. Such a waiver shall constitute exhaustion of all administrative remedies. CHRIS HOGERTY
