House Committee Substitute

HCS/SS/SCS/SB 904 – This act changes the membership of the Board of Public Buildings to include one member of the house and senate appointed by the speaker and pro tem, respectively. Currently, overparking fines may not exceed five dollars. This act increases that limit to ten dollars. Under the act only ½ of the spaces in lot 1-C on the capitol grounds shall be reserved for press parking. The other hal shall be used for handicapped parking. No other spaces shall be reserved for the press.

Currently, the State Board of Public Buildings shall not issue revenue bonds in excess of $675 million. This act increases the limit to $710 million.

The act establishes procedures for using construction manager-at-risk, design-build, and job order contracting to be used in conjunction with the construction of the Chillicothe reception and diagnostic center as a pilot project.

This act creates the criteria for deciding on and implementing design-build, construction manager-at-risk, and job order contracting projects including guidelines for requests for proposals, qualifications of contractors, design criteria, and qualifications for technical proposals.

The act changes the membership of the Development Finance Board. The act increases membership from 12 to 14 members and membership shall include a member of the house and senate and the director of the department of natural resources.

Assemblies for public amusement shall not have to comply with state law regarding an equal number of water closets until one year following the date of substantial completion if the facility is located in a city not within a county and constructed in compliance with city codes.

The act requires the curators of the University of Missouri to comply with the same competitive bidding and advertising provisions that bind certain other state departments.
