SB 1124 - Under the act, if an applicant for licensure as a physical therapist assistant is licensed and has maintained an active clinical practice for the previous three years, passed a licensing exam, and has not been disciplined in another state, the District of Columbia or Canada, the State Board of Registration for the Healing Arts may issue a license even if the applicant has failed a licensing exam three or more times. The act transfers certain duties from the Division of Professional Registration to the Committee for Professional Counselors for the purposes of licensing professional counselors. The act changes the criteria for allowing reciprocity for out of state license holders. Out of state licensees holding a valid license may be granted a license in Missouri without examination upon certification by the applicant's current licensing entity that the applicant holds a current license and has had no disciplinary action taken for five years, or that the applicant is registered with the American Association of State Counseling Boards. Currently, out of state licensed clinical social workers who have had no violations, suspensions or revocations may be licensed in Missouri if they have passed a written exam and either are licensed in another state, received a masters or doctoral degree from a program accredited by the council of social work education, have been licensed for five years, have not been the subject of disciplinary action, or are currently licensed in a state that has similar reciprocity laws. This act changes those requirements to allow out of state license holders who have not been the subject of disciplinary action for five years to be licensed if the applicant received a masters or doctoral degree from a program accredited by the council of social work education and has been licensed for five years, or is currently licensed in a state with substantially similar requirements.
