SB 1046 - This act creates the Emancipation Day Commission. The Commission shall establish a statewide historical monument designating the 19th of June as "Emancipation Day". The Commission shall work to educate the citizens of Missouri on the legacy and contributions made by African Americans to Missouri and the United States. Finally, the Commission shall establish a statewide "Juneteenth Heritage and Jazz Festival" to recognize the economic and cultural values associated with African Americans. JIM ERTLE
