SB 1224 - This act creates a statewide consortium to be known as the "Umbilical Cord Blood Tissue Bank." The blood bank is established as a nonprofit legal entity to collect, preserve and supply umbilical cord blood and tissue to research facilities for the purpose of conducting adult stem cell research. The consortium shall consist of the University of Missouri system and any other public or private health care or research facility that complies with the rules of this act.
