AN ACT
To amend chapter 640, RSMo, by adding thereto one new section relating to the establishment of the Missouri alternative and renewable energy technology commission, with an expiration date.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Chapter 640, RSMo, is amended by adding thereto one new section, to be known as section 640.845, to read as follows:
640.845. 1. There is hereby established the "Missouri Alternative and Renewable Energy Technology Commission". The commission shall consist of seven members, including the director of the department of agriculture, the director of the department of economic development, the director of the department of natural resources and four members with a mixture of backgrounds in alternative and renewable energy research, business, and environmental stewardship which shall be appointed by the governor with the advice and consent of the senate.
2. Members of the commission shall not be compensated for their services, but they shall be reimbursed for actual and necessary expenses incurred in the performance of their duties. The members of the commission shall meet within ten days of their creation and elect one member as chairman and another as vice chairman.
3. The specific duties of the Missouri alternative and renewable energy technology commission shall include, but not be limited to, the following:
(1) Collect data for the development and use of alternative and renewable energy as a source of power;
(2) Evaluate existing incentives and programs that encourage the development and use of alternative and renewable energy;
(3) Create new incentives and programs to promote alternative and renewable energy use;
(4) Make recommendations to the legislature on programs, developments, and uses for alternative and renewable energy.
4. The commission, after appropriate study, shall adopt a comprehensive state alternative and renewable energy development, production, and use guide consisting of policy statements, objectives, standards, and programs. The guide must recognize the community and economic needs, food, and agricultural policy, the resources of Missouri, and provide a plan to coordinate and allocate public and private resources to the development and production of alternative and renewable energy sources of the state. The commission shall submit the guide to the general assembly by December 31, 2007.
5. This section shall expire on June 30, 2008.
