AN ACT

To authorize the conveyance of property owned by the state in Jackson County to the City of Kansas City, with an emergency clause.


 

Be it enacted by the General Assembly of the State of Missouri, as follows:

            Section 1. 1. The governor is hereby authorized and empowered to sell, transfer, grant, and convey all interest in fee simple absolute in property owned by the state in Jackson County to the City of Kansas City. The property to be conveyed is more particularly described as follows:

TRACT 1:

The South 1/2 of LOT 191, BLOCK 14, McGEE'S ADDITION, a subdivision in Kansas City, Jackson County, Missouri, according to the recorded plat thereof.

TRACT 2:

LOT 192, BLOCK 14, McGEE'S ADDITION, a subdivision in Kansas City, Jackson County, Missouri, according to the recorded plat thereof.

TRACT 3:

LOTS 193, 194, 201, 202 and 203, except that part thereof in Main Street, BLOCK 14, McGEE'S ADDITION, a subdivision in Kansas City, Jackson County, Missouri, according to the recorded plat thereof.

            2. The commissioner of administration shall set the terms and conditions for the sale as the commissioner deems reasonable. Such terms and conditions may include, but are not limited to, the number of appraisals required, the time, place, and terms of the sale.

            3. The attorney general shall approve the form of the instrument of conveyance.

            Section B. Because of the need to continue the economic development efforts in downtown Kansas City, section A of this act is deemed necessary for the immediate preservation of the public health, welfare, peace and safety, and is hereby declared to be an emergency act within the meaning of the constitution, and section A of this act shall be in full force and effect upon its passage and approval.
