Born February 16, 1935, in Rich Hill. Attended school in Higginsville.

Married Jane Sokobin Pheffer. They have five children: Brent, Randy, Terri, Mark and Becky; and seven grandchildren. Elected to the Kansas City city council, 1975, 1979 and 1983.

Member: 32nd Degree Scottish Rite; Chamber of Commerce; Clay County Development Commission; Tri-County Community Health Board. Elected to the Senate: 1984-2004.
