AN ACT
To amend chapter 21, RSMo, by adding thereto one new section relating to recording of senate joint resolutions.
Section A. Chapter 21, RSMo, is amended by adding thereto one new section, to be known as section 21.355, to read as follows:
21.355. Debate of all joint resolutions to amend the Constitution of Missouri shall be recorded in each house of the general assembly. Recording shall commence upon a motion to perfect such resolution in either house and shall include all debate for perfection, third reading, adoption of conference committee reports or substitutes, and final passage. An audio recording shall be sufficient to meet the requirements of this section, provided that the recording be transcribed within three months of approval by the voters of such amendment to the constitution. The cost of recording and transcription shall be born by the house in which the debate occurred. Official copies of the transcriptions from each house shall be verified and signed, respectively, by the president pro tem of the senate and the speaker of the house of representatives within four months of voter approval. Ten days thereafter, signed official copies shall be presented to the legislative librarian and the secretary of state to be preserved as official records of such debate. A signed official copy shall receive the same evidentiary treatment in a state court or administrative proceeding, insofar as it relates to debate, as a transcribed debate from a constitutional convention of this state; the journal of each house shall remain the only official record of motions, votes, and other procedural matters.
