SCR 39 - This resolution requests the Governor to have governmental entities of the state of Missouri enter into contracts for the implementation of any energy conservation or facility improvement measures if certain conditions are met. Before entering into a contract, the entity proposing to improve energy conservation in a state facility must issue a report guaranteeing an amount of savings in energy or operating costs if certain installation, modifications or remodeling is performed. Before entering into a contract, the governmental entity must solicit bids from qualified providers. The winning bid does not need to be the lowest bid. Energy savings must be guaranteed for the entire term of the contract. The qualified provider must periodically send the amount of cost savings attributable to the improvements to the governmental entity. This resolution shall be presented to the Governor for his approval or rejection.
