SB 866 - This act revises certain qualifications and procedures for election to the school board in the St. Louis City School District. Residency in the subdistrict from which a member is elected is required. The act clarifies that a qualified resident of the subdistrict will be appointed by the mayor to fill any vacancy.

This act is similar to SB 007 (2003 special session) and HB 112 (2001).
