AN ACT
To amend chapter 91, RSMo, by adding thereto one new section relating to electric utilities.
Section A. Chapter 91, RSMo, is amended by adding thereto one new section, to be known as section 91.022, to read as follows:
91.022. Any home rule city with more than one hundred fifty-one thousand five hundred but less than one hundred fifty-one thousand six hundred inhabitants may only supply water, light, or power from its gas and power plants, electric, or light plants, or any other kind of plant or device for lighting purposes to persons and private corporations for use beyond the corporate limits of such city in a nondiscriminatory manner at the same rates that such city charges its inhabitants for such services.
