AN ACT
To amend chapter 610, RSMo, by adding thereto one new section relating to the creation of the state board of public records.
Section A. Chapter 610, RSMo, is amended by adding thereto one new section, to be known as section 610.012, to read as follows:
610.012. There is hereby created within the office of administration the "State Board of Public Records" to develop recommendations to monitor compliance with the provisions of this chapter by political subdivisions. The board shall have subpoena power to view all records. The board shall also determine if a central office dealing with citizen complaints is necessary to carry out the recommendations. The board shall consist of seven members appointed by the governor, with the advice and consent of the senate. No more than four members shall be from the same political party. Board members shall not receive compensation for their services, but may be reimbursed for their necessary and actual expenses. The board shall meet at least twice a year at such times and places as are fixed by the board.
