SB 1170 - This act creates "The Public Counsel Fund". This fund is structured almost identically to the Public Service Commission Fund. Each fiscal year, the Public Counsel's office submits to the Commission the average amount of money appropriated to the office for the past three years, and an estimate of costs to be incurred by the public counsel for the next year.

The Commission will then assess the public utilities two one-hundredths of one percent of their total intrastate operating revenues. Any money received and not used by the Public Counsel's office will be returned to the General Revenue at year's end.
