AN ACT

To amend chapter 160, RSMo, by adding thereto one new section relating to high school diplomas for World War I and World War II veterans.


Be it enacted by the General Assembly of the State of Missouri, as follows:

Section A.  Chapter 160, RSMo, is amended by adding thereto one new section, to be known as section 160.341, to read as follows:

160.341.  1.  Notwithstanding any provision of law to the contrary, the state board of education or a school board may award a diploma to any honorably discharged World War I or World War II veteran so long as the veteran satisfies the following criteria:

(1)  Actively served in the armed forces between April 6, 1917, and December 31, 1921, or between December 7, 1941, and December 31, 1946, or both;

(2)  Attended a high school maintained by said school board or attended high school in a district which was subsequently attached to the school district of said school board;

(3)  Did not receive a high school diploma; and

(4)  Was discharged from the armed services under honorable conditions.

2.  Veterans may apply for a diploma by submitting a form provided by the department of elementary and secondary education along with proof of service in World War I or World War II, or both, and status as an honorably discharged veteran to either the state board of education or a school board.  If such veteran meets all the requirements of this section and applies for a diploma, the veteran may receive a diploma.  If such veteran applies for a diploma and subsequently dies, the veteran may receive a diploma posthumously.

3.  Veterans satisfying the requirements of this section may be awarded a diploma posthumously upon application by a family member or next of kin.
