SS/SB 438 - The State Board of Education shall establish a program of salary supplements for teachers receiving certification from the National Board for Professional Teaching Standards. An annual salary stipend of $5000 will be given for a period of ten years, starting in the school year in which the teacher receives certification.

The salary supplement shall be in addition to the base salary to which the teacher would otherwise be entitled. The salary supplements shall be paid only during those school years in which the teacher is employed on a teaching salary schedule with a Missouri school district.

A teacher certified by the National Board for Professional Teaching Standards may also receive a payment of 10% of the teacher's base pay for any school year in which the teacher serves as a mentor teacher to other candidates for National Board certification in a program established by the school district and meeting standards established by the State Board of Education.

Districts participating in Career Ladder may permit National Board certified teachers to be placed at the third and highest stage of a career plan, but such teachers shall supply a career plan and complete the duties in the plan. A portion of work for National Board certification may be included as a part of the career plan.

Supplements shall be provided, subject to appropriation. The teacher must submit documentation of National Board certification.

The three state school retirement systems shall promulgate rules to address the inclusion of the certification supplement and mentoring supplement as part of a teacher's compensation for determining retirement benefits.

SA 1 - Specifies that supplements may be received for up to ten years following a subsequent certification from the National Board, but no teacher shall receive more than one such supplement per year.

SA 2 - Removes authority for a portion of work for National Board certification to be included as a part of the teacher's career plan. Supplements awarded under this act may be reduced or prorated by appropriation.
