SB 399 - This act creates and designates the purposes for the Missouri Healthy Families Trust Fund. All moneys received by the state as a result of any dispute between the state and tobacco companies shall be deposited in the Fund. After July 1, 2003, moneys in the Fund shall be used for the following purposes: 25 percent for the health care of senior citizens, including prescription drugs and oral care; 25 percent for health care of citizens for tobacco-related diseases, 10 percent of which for the first 5 years shall go to tobacco-related prevention and cessation programs; 25 percent shall be used for the children of the state, at least 15 percent of which shall be used to promote children and youth programs, and at least 10 percent for the first 5 years shall go to capital improvement of schools; and 25 percent of which shall be used for health research and development.

Moneys in the Fund shall not revert to the credit of general revenue at the end of the biennium. The Commissioner of Administration shall maintain data on electronic format regarding deposits to and expenditures from the Fund, which shall be available to the public on the Internet.
