Current Bill Summary

SCS/SB 49 - This act requires the Missouri Consolidated Health Care Plan (MCHCP) to contract for a long term care (LTC) insurance option for state employees.

This act currently provides definitions related to the MCHCP. A new definition for "long term care insurance" is added (SECTION 103.003).

This act requires the Board to also contract (but not provide) for LTC insurance for state employees and their relatives. The Board will not pay or be responsible for any costs associated with an employee's contract with a LTC insurance company. Finally, it provides for non-active employees to continue their LTC insurance (SECTION 103.083).

This act allows legislators to continue LTC insurance coverage(SECTION 103.095).

The law currently provides that employees who are no longer employed by the state will no longer be covered by the plan. Current exceptions exist for retirees and former employees entitled to retirement benefits. New language adds an exception for those employees or dependents who elect to take LTC insurance coverage (SECTION 103.150).

The act requires the Board to annually evaluate and report the General Assembly the progress of its contracts with LTC insurance companies and the coverage of employees (SECTION 103.176).
