SCS/SB 894 - This act creates the Kansas City land trust which is a public corporation created to hold title to any properties for disposition or payment of delinquent taxes or liens against such property. Any claims or rights of the City Land Trust supercede the claims of the County land trust with regard to the disposition of lands in Jackson County.

The City Land Trust will be managed by a three-person board with one member appointed by the Mayor, one member appointed by the City Council, and one member appointed by the Board of Directors of the School District. The terms of the land trustees are staggered. Any subsequent appointments will be made from the same authority making the initial appointment.

The trustees may appoint a commissioner and any other employees necessary to carry out the responsibilities of the board.

The City Land Trust will notify all taxing authorities regarding any changes to the status of land held in trust.

This act also authorizes the County Commissions of Clay and Buchanan Counties to establish a Land Trust for disposition or payment of delinquent taxes or liens again such property.
