SS/SB 549 - This act creates the Missouri Tobacco Settlement Trust Fund. All moneys received by the state as a result of any dispute between the state and tobacco companies shall be deposited in the Fund. Moneys in the Fund shall not revert to the credit of general revenue at the end of the biennium. The General Assembly shall not appropriate money from the Fund until a constitutional amendment is adopted by vote of the people, or January 3, 2001, which occurs sooner.

The Commissioner of Administration shall maintain data on electronic format regarding deposits to and expenditures from the Fund, which shall be available to the public on the Internet.

The act has an emergency clause.

No moneys in the Fund shall be used to subsidize abortion services, directly or indirectly. No expenditures from the Fund may be paid to organizations or affiliates of organizations that perform, assisting with or directly refer for abortion, or encourage or counsel patients to have abortions. An exception is made for affiliates that are totally independent, separately incorporated and do not share the same or similar name, expenses, facilities, salaries, equipment or supplies.
