SJR 51 - This proposed constitutional amendment, if approved by the voters, creates the Tobacco Settlement Trust Fund. The Fund shall be held in perpetuity. The principal may be used only in a state emergency. The interest may be appropriated by the General Assembly.

The proposed constitutional amendment also declares the policy of the state to provide and promote alternatives to abortion services for women with crisis pregnancies or unplanned pregnancies. Two per cent of the interest from the Tobacco Settlement Trust Fund shall be designated for a Missouri Alternatives to Abortion Fund.

A newly created Missouri Respect Life Commission shall administer and disburse moneys in the Alternatives to Abortion Fund. The General Assembly shall establish the composition, powers and duties of the Commission, and determine the qualification of Commission members. The moneys in this Fund shall be used for alternatives to abortion services, defined as services or counseling offered to a women with a crisis pregnancy or unplanned pregnancy, to assist her in carrying her unborn child to term, and to assist her in caring for her dependent child or placing the child for adoption.
