SB 979 - This act modifies domestic violence law. Currently, Section 455.080, RSMo, allows the establishment of domestic crisis teams. New language requires that additional training regarding domestic violence be made available to the crisis teams and other individual officers who deal with domestic violence.

A new Section 455.300 creates the "Missouri Domestic Violence Commission" within the Department of Public Safety to study solutions for domestic violence. The Commission will begin meeting in December, 2000, and will work with the Department in the establishment and administration of the pilot projects established in Section 455.305.

A new Section 455.305 allows the Department of Public Safety and the "Missouri Domestic Violence Commission" to establish up to 20 Missouri Domestic Violence Prevention/Intervention/ Rehabilitation Pilot Projects, beginning in 2001. Duties of the projects are specified and the program is subject to appropriation. Projects will be established throughout the state. No individual project award shall exceed $25,000 and no more than 60 percent of the total awards should be given to projects in urban areas.

Currently, Section 571.090, RSMo, establishes eligibility criteria for those requesting a concealable firearm permit. New language states that a permit may not be issued to anyone who has been convicted of a domestic assault offense, as defined in Section 565.063, RSMo, or who currently has a full order of protection granted against him or her, under Chapter 455, RSMo, regarding adult abuse.
