SB 885 - This act eliminates governmental instrumentalities from participating in the Missouri Consolidated Health Care Plan. This act also establishes an annual effective date of January 1 as the date in which to begin a newly enrolled participating member agency's coverage.

Currently, new agencies can begin coverage on the first day of any given month as requested by the agency and approved by the board. This portion of the act is similar to SB 215 (1999).

The act also removes the board's ability to allow a participating member agency to come back into the state plan until two years have expired. Currently, an agency terminating its coverage is not eligible for participation in the state plan for two years unless a majority of the board votes otherwise.
