HCS/SS/SB 549 - This act creates the Missouri Tobacco Settlement Trust Fund. All moneys received by the state as a result of any dispute between the state and tobacco companies shall be deposited in the Fund. Moneys in the Fund shall not revert to the credit of general revenue at the end of the biennium. The General Assembly shall not appropriate money from the Fund until a constitutional amendment is adopted by vote of the people, or January 3, 2001, which occurs sooner.

The Commissioner of Administration shall maintain data on electronic format regarding deposits to and expenditures from the Fund, which shall be available to the public on the Internet.

The patent and intellectual property provisions of the federal Bayh-Dole Act as codified in the U.S. Code are fully incorporated by reference, with the state of Missouri replacing all references to the federal government.

The act has an emergency clause.
