SCS/SB 613 - This act eliminates the requirement that a parent, grandparent, or legal guardian sign the application that a 16 year old applicant has completed 20 hours of supervised driving. This act also allows the Director of Revenue to deny a full license to an individual until the individual has demonstrated safe driving performance for a period of 12 months or reaches the age of 21, whichever is longer.

The act also prohibits the Department of Revenue from requiring a person to file a SR-22 or other form of high risk insurance for driving without automobile insurance. An insurance company shall not raise a person's automobile insurance rates for failing to maintain liability insurance or for failing to provide proof of such insurance. Provisions similar to these are contained in SS HS HCS HB 1797 (2000).
