HCS HB 1967 -- ST. LOUIS BOUNDARY COMMISSION; FIRE PROTECTION

This bill makes several technical changes regarding the St.
Louis Boundary Commission.  The changes include correcting
sectional references, deleting obsolete language related to a
1999 moratorium, abolishing the old commission language, and
correcting certain dates.

The bill also allows fire protection districts within St. Louis
County to contract for fire protection services for a fee with
any municipality or village that does not operate its own fire
department or does not belong to another fire protection
district.  The bill allows for the negotiation of an agreement
between the fire protection district and the municipality on the
method of compensation.  Any agreement for a period longer than
5 years must be approved by a majority of the voters in the
district and municipality.  If the fire protection district is
authorized to provide ambulance service within its district,
then it may also provide ambulance service to the municipality.

The bill has an emergency clause.

OPPONENTS:  Those who oppose the bill say that the bill may
allow the City of Eureka to annex territory that is already
incorporated into Wildwood.
