JOINT RESOLUTION

Submitting to the qualified voters of Missouri, an amendment to article IV of the Constitution of Missouri, and adopting one new section relating to funds administered by the department of natural resources.


Be it resolved by the Senate, the House of Representatives concurring therein:

That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 2000, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article IV of the Constitution of the state of Missouri:

Section A.  Article IV, Constitution of Missouri, is amended by adding thereto one new section, to be known as section 47(d), to read as follows:

Section 47(d).  Revenues produced from any permit, license, fee or loan fund established solely for the administration of environmental protection or natural resource-related activities shall not be included as part of "total state revenues" as defined in section 17 of article X of the state constitution, shall not be included as part of "new annual revenues" as defined in section 18(e) of article X of the state constitution, and the expenditure of such revenues shall not be included as an expense of state government pursuant to section 20 of article X of the state constitution.
