JOINT RESOLUTION
Submitting to the qualified voters of Missouri, an amendment to article X of the Constitution of Missouri by adding thereto one new section relating to transportation.
That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 2000, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article X of the Constitution of the state of Missouri:
Section A. Article X, Constitution of Missouri, is amended by adding thereto one new section, to be known as section 19(a), to read as follows:
Section 19(a). Notwithstanding section 19 of this article, for fiscal years 2002 to 2006, any refund due to taxpayers pursuant to section 18(b) of this article shall be transferred instead to the Department of Transportation. Any funds received shall only be used for interstate highways or projects within the 15-Year Plan for Road and Bridge Improvements as approved in 1992. The Department shall not budget or use expected revenues from this article in budgetary planning until the money is received by the Department.
