AN ACT

To amend chapter 41, RSMo, by adding thereto one new section relating to establishing a pilot program of public grade school instruction using military school methods.


Be it enacted by the General Assembly of the State of Missouri, as follows:

Section A.  Chapter 41, RSMo, is amended by adding thereto one new section, to be known as section 41.1010, to read as follows:

41.1010.  1.  There is hereby established a pilot program of public grade school instruction using military school methods.  The program shall be established by the Missouri national guard in collaboration with the department of elementary and secondary education.  The national guard may collaborate with any federal agency involved in national defense in establishing the program.

2.  The program may include and emphasize appropriate role model examples, adventure training, codes of conduct, policies on discipline and such other elements as the national guard deems appropriate.

3.  Students in grades lower than ninth grade may apply to attend the program, and the national guard may establish a policy to accept students assigned to the program by juvenile courts and state agencies pursuant to a memorandum of understanding between the respective state agency or court and the national guard.  The national guard shall establish entrance standards, by grade level, for students applying to enter the program.

4.  There is hereby established in the state treasury the "National Guard Pilot Instruction Program Fund".  The pilot program of public grade school instruction established pursuant to this section shall be funded by moneys from the fund.  The fund may receive any grants, gifts, donations and appropriations for the purpose of establishing and operating the program.
