AN ACT
To repeal section 37.130, RSMo 1994, relating to congressional redistricting, and to enact in lieu thereof two new sections relating to the same subject.
Section A. Section 37.130, RSMo 1994, is repealed and two new sections enacted in lieu thereof, to be known as sections 37.130 and 128.343, to read as follows:
37.130. 1. The commissioner of administration shall establish a demographic and statistical unit. This unit shall be responsible for the coordination and preparation of all official population estimates and projections required by state agencies, commissions and local governmental units. The unit shall maintain a processing center for information from each federal census and shall be the responsible agency for federally sponsored programs and federal-state cooperative programs within the areas of demographic analysis. [In addition the unit shall provide requested assistance in all reapportionment matters.] All agencies of the state shall submit to the office of administration, upon request, any information required for the performance of the duties required under this law.
2. The unit shall provide requested assistance in all reapportionment matters. When providing such assistance, the unit shall use the actual population enumeration from the United States Bureau of the Census and shall not use any method to adjust actual population counts, including statistical sampling, and any reapportionment plan shall not be based on any such adjustment.
128.343. When the boundaries of congressional lines are revised, the revised districts shall be based upon the actual population enumeration from the United States Bureau of the Census and shall not use any method to adjust actual population counts, including statistical sampling, and any reapportionment plan shall not be based on any such adjustment.
