AN ACT
To amend chapter 173, RSMo, by adding thereto one new section relating to telecommunity centers.
Section A. Chapter 173, RSMo, is amended by adding thereto one new section, to be known as section 173.875, to read as follows:
173.875. 1. Each state four-year institution of higher education and each state community college shall establish a local telecommunity center. Telecommunity centers shall provide opportunities for local community residents to learn computer literacy and learn to use current technology, equipment and software, and shall provide necessary staffing and technical assistance.
2. Each telecommunity center shall use the institution's existing information technology resources, including staff, office space, equipment and information access, and, subject to appropriation, may include additional staffing for instruction, supervision and technical assistance.
3. Each institution shall establish a policy to ensure that students of the institution are afforded necessary access to all available information technology resources.
