Paula J. Carter served the people of the 5th District (part of St. Louis City). Native to the St. Louis area, she was awarded the Doctor of Law degree from Lincoln University in 1999. Senator Carter worked as Chief of Staff for the 22nd Judicial Circuit Clerk’s office. She was elected to the House of Representatives, serving from 1986-1999, and elected to the Senate in 2000 in a special election. Senator Carter was the first African-American female to represent the 5th Senatorial District in St. Louis. (Democrat)
