Missouri Senate Overrides 10 Governor Vetoes

JEFFERSON CITY – Lawmakers in the Missouri Senate cast their votes to override a record number of bills in recent history that were passed during the 2013 legislative session and vetoed by the governor.  Four Senate bills and six House bills previously vetoed by the governor are now enacted into law. 

  • Senate Bill 9 (sponsored by Sen. David Pearce, R-Warrensburg) – Modifies provisions relating to agriculture.
  • Senate Bill 110 (sponsored Sen. Dan Brown, R-Rolla) – Establishes procedures to follow in child custody and visitation cases for military personnel.
  • Senate Bill 129 (sponsored by Sen. David Sater, R-Cassville) – Establishes the Volunteer Health Services Act to allow for licensed health care professionals to provide volunteer services for a sponsoring organization.
  • Senate Bill 170 (sponsored by Sen. Maria Chappelle-Nadal, D-University City) – Allows members of public governmental bodies to cast roll call votes in a meeting if the member is participating via videoconferencing.
  • House Bill 19 (handled by Senate Appropriations Chairman Kurt Schaefer, R-Columbia) – Provides supplemental funding for major additions and renovations, new structures, and land improvements or acquisitions ($1 million for reconstruction of Pike-Lincoln Technical Center).
  • House Bill 278 (handled by Sen. Ed Emery, R-Lamar) – Prohibits any state or local government entity, including public buildings, parks and schools, from banning or restricting the practice, mention, celebration or discussion of and federal holiday.
  • House Bill 329 (handled by Sen. Mike Cunningham, R-Rogersville) – Changes the laws regarding financial institutions, increase the maximum fee from 5 to 10 percent on installment loans.
  • House Bill 339 (handled by Senate President Pro Tem Tom Dempsey, R-St. Charles) – Requires motorists to forfeit their recovery of noneconomic damages under certain circumstances.
  • House Bill 650 (handled by Sen. Brian Munzlinger, R-Williamstown) – Changes laws relating to the Missouri Department of Natural Resources, including capping punitive damages assessed in health-related claims against underground mining operations.
  • House Bill 1035 (handled by Sen. Eric Schmitt, R-Glendale) – Omnibus political subdivision measure that, among other provisions, creates the “Rebuild Damaged Infrastructure Program” to provide funding for the reconstruction, replacement, or renovation of or repair to any infrastructure damaged by a presidentially declared natural disaster in Missouri.
