Senate Moves Legislation Forward
before Adjourning for the Week
Measure waiving motorcycle driving tests for Armed Forces members moves to the House; bill benefiting veterans organizations given initial approval

JEFFERSON CITY — Before the Missouri Senate wrapped up its work for the week, today (2-9) lawmakers gave their first-round approval to a bill that would prohibit cities from restricting veterans organizations from operating resale shops in certain areas.  They also sent a measure over to the House that would waive the motorcycle roads skills test for members of the Armed Forces who have successfully completed certain military motorcycle rider training courses.

Under the successful completion of a motorcycle rider training course that meets or exceeds the Motorcycle Safety Foundation curriculum standards, Senate Bill 564, sponsored by Sen. Dan Brown, R-Rolla, would allow an applicant who is a member of the U.S. Armed Forces who can demonstrate his or her ability to properly operate a motorcycle to not have to complete a driving test in order to obtain a motorcycle license.  The sponsor stated this was part of the Legislature’s effort to show its support and demonstrate that Missouri is a military-friendly state.

If approved by the House of Representatives, the bill would move to the governor for his signature.

Senate Bill 498, sponsored by Sen. Brian Munzlinger, R-Williamstown, allows certain veterans’ organizations and veterans’ groups [501 (c)(19)] to operate retail businesses, such as thrift stores, that sell donated items.  The issue was brought before the senator when he became aware of some veterans’ organizations in the state that were prohibited from operating these types of businesses.

The legislation still needs a final passing vote from the Senate before moving on to the House.
