Senate Overrides Governor's Veto on Congressional Redistricting Map

 General Assembly's motion to override governor's veto puts HB 193 into effect


JEFFERSON CITY — For the first time in more than 30 years, the General Assembly has overturned a governor’s veto during a regular session.  House Bill 193, handled by Sen. Scott T. Rupp, R-Wentzville, in the upper chamber, implements a new congressional district map that includes six Republican and two Democratic congressional districts.

Lawmakers were charged this session to draft a new congressional map after the 2010 Census results showed that, despite a population growth of 7 percent, Missouri would lose a congressional seat in the U.S. House of Representatives.  Currently, there are nine congressional districts in the state.  The new congressional district map approved by the Legislature only has eight.

In order to override a governor’s veto, a two-thirds majority vote from both chambers is required — 23 in the Senate and 109 in the House.  Today’s vote on HB 193 was 28-6 and 109-44, respectively.

Before today, the last time the General Assembly successfully overrode a governor’s veto was in 2003 during veto session when lawmakers voted to overturn three vetoes relating to concealed carry, lawsuits against gun manufactures and abortion.
