Legislation Addressing Juveniles with Problem Sexual Behavior Heads to the Governor


As we prepare for the final week of session, there is still many important legislative priorities to tackle, one of which we addressed this week. I was happy to see Senate Bill 341, legislation I sponsored, was Truly Agreed to and Finally Passed Wednesday (May 6). This bill will establish procedures for reports of juveniles with problem sexual behavior.

Providing an environment in which Missouri’s most vulnerable residents are protected from fear of sexual abuse is a top priority of mine. This measure would establish procedures requiring the Children’s Division, upon receiving a report involving a juvenile committing sexual abuse against another child, to immediately share the report with the applicable local office. The local office will then preform a family assessment and if warranted a further investigation.

This legislation will close the gap that exists in the protection offered to our children. Missouri’s Children’s division does not currently investigate or provide family assessments in cases where the alleged perpetrator does not have “care, custody or control” of the abused child, which is the statutory requirement for Children’s Division in order to act.  This is leading to an inadequate response from the state and law enforcement for children who are being sexually abused by another juvenile. This must stop.

Sexual abuse is a devastating experience at any age. However, experiencing this at a young age can have crippling effects throughout the child’s entire life. Children are not capable of dealing with violations of this nature. I have heard from many constituents about the severity of this issue and have worked diligently to find a way to stop this abuse and ensure anyone inflicting this abuse upon a child will be held accountable.

It is essential we provide an environment where our youth are free from the fear of sexual predators of all ages. Our children are our future. They are entitled to a bright and prosperous future where their innocence is not shattered. I am pleased to see this important legislation delivered to the governor, and upon his approval, we will have another tool to preserve Missouri’s future generations.
