Legislative Column for Feb. 20, 2015

Sponsored Legislation

The entire reason I am here, representing the great citizens of the 33rd Senatorial District, is to sponsor and help with the passage of meaningful legislation that will make this state the best it can be for the citizens who call Missouri home.

This session I am sponsoring a number of measures, including:

Senate Bill 30 would change the punishment for property owners who knowingly allow underage drinking on their property.
Senate Bill 31  would modify the definition of a controlled substance to include an altered state of a controlled substance absorbed into the human body. This change in legislation would allow a probation officer who has probable cause to believe the person violated a condition of probation to issue a warrant for the person's arrest. It would also create a Class A misdemeanor offense of ingesting a controlled substance.
Senate Bill 32  is similar to legislation I filed last year. SB 32 would create a sales tax exemption for used manufacturer’s homes.

Senate Bill 67  would allow the Howell County criminal court to add $10 surcharge for cases filed in that county. The surcharge will not be added if the case is dismissed, or if the court costs are paid by the town, county or state. Money collected will go to the construction and upkeep of a county justice center.

Senate Bill 291 would allow the Department of Revenue to establish guidelines necessary for the electronic release of liens on motor vehicles, motorboats and other related watercraft.

Senate Bill 318  would designate a portion of Highway 160 in Doniphan as Bill Yates Highway. Mr. Yates is a country music song writer and performer.

As promised on January 29, I am filing a Senate Joint Resolution. This proposed constitutional amendment, if approved by the voters, would require that any compensation for statewide elected officials, members of the General Assembly, and judges would have to be approved, rather than disapproved, by a two-thirds vote of each house of the General Assembly.

If the SJR passes, this issue will go before the voters for their consideration. I will provide updates on this and other legislation as session progresses.

As always, I appreciate it when groups from around Missouri and from our community back home come to visit me at the Capitol. If you would like to arrange a time to come and visit me in Jefferson City, or if you ever have any questions, please don’t hesitate to contact my Capitol office at (573) 751-1882.
