Legislative Highlights from the Missouri Senate

On Tuesday (1-22), Senate Bill 193 was first read on the Senate floor. This bill would require the State Board of Education to designate a staff person in charge of educational programs for gifted and talented children.

The Appropriations Committee also heard testimony on Tuesday from Missourians concerning programs and issues administered by:

  • Department of Elementary and Secondary Education
  • Department of Higher Education
  • Department of Mental Health
  • Department Health and Senior Services
  • Department of Social Services

On Wednesday (1-23), the Appropriations Committee heard additional testimony from Missourians concerning programs and issues administered by:

  • Department of Transportation
  • Department of Revenue
  • Office of Administration
  • Department of Agriculture
  • Department of Natural Resources
  • Department of Conservation
  • Department of Economic Development
  • Department of Insurance, Financial Institutions and Professional Registration
  • Department of Labor and Industrial Relations
  • Department of Public Safety
  • Department of Corrections
  • Judiciary
  • Public Defender

As we write the budget for the next fiscal year, input from citizens who benefit from various state programs is incredibly beneficial.

Senate Bill 12, concerning civil liability for court appointed attorneys, was heard in the Senate Judiciary Committee on Tuesday.

Senate Bill 73, which relates to law enforcement check points targeting motorcyclists, was heard in the Transportation Committee on Wednesday.

Active Shooter Training Course Available

On Wednesday, Feb. 6, an Active Shooter Training course will be held from 6 - 7 p.m. in the Boonville R-1 High School Commons. This course is designed for students, parents, administrators and staff of any school building, and any person who works in a public or private building with public access such as banks, hospitals, stores, factories, daycares and other public buildings.  

Missouri Department of Conservation’s Winter Trout Fishing Program

Want to go fishing?  Here’s a close-to-home opportunity made possible by the Missouri Department of Conservation.

Through the urban winter trout fishing program, the department stocks rainbow trout in cooperatively managed urban ponds and small lakes. Stocking usually begins in late October.  The program provides fishing opportunities for urban anglers and is a great activity for youth.  Under a cooperative agreement, the cost of stocking trout is split between the city and the department.  The trout are raised at one of the five cold-water hatcheries managed by the Department of Conservation. 

The program started in the early 1990s in St. Louis to give anglers additional fishing opportunities. Today, urban winter trout fishing has been so successful that the program was expanded to include 28 cooperatively managed impoundments in St. Louis, Kansas City, Jefferson City, Jackson, Kirksville, Mexico, St. Joseph, Sedalia and Columbia. 

In central Missouri, the department stocks trout in:

  • Cosmo-Bethel Lake in Columbia
  • Kiwanis Lake in Mexico
  • McKay Park Lake in Jefferson City

Trout fishing often begins as soon as the trout are stocked and continues throughout the winter.  Most impoundments are restricted to catch-and-release fishing from Nov. 1 through Jan. 31. Fishing in these areas is limited to artificial lures and flies only.  Trout can be harvested in all impoundments beginning on Feb. 1, and any type of bait, lure or fly can be used to harvest up to a daily limit of four trout.  An annual trout permit is required to harvest trout, but is not required for catch-and-release fishing.

State of the State

The governor will issue his State of the State address in the House chamber on Monday, Jan. 28 at 7 p.m.
