Governor Signs Several Bills Prior to July 14 Deadline
 
 

 

JEFFERSON CITY—Tomorrow (7/14) marks the last day the governor may sign bills sent to him during the 2010 regular session. Today in a ceremony at the Capitol, he signed numerous bills, including:

 

Senate Bill 583

(Sen. Norma Champion, R-Springfield)

Modifies several provisions relating to insurance regulation, including requiring that the unearned portion of any premium paid beyond the month of cancellation for Medicare supplement or long-term care insurance policy premiums be refunded by the insurer to the policy-holder. Also requires non-resident drivers to conform with the motor vehicle financial responsibility laws of their state of residence.

 

Senate Bill 851

(Sen. Eric Schmitt, R-Glendale)

Requires at least four days notice before public meetings where local governing bodies may vote on tax increases, eminent domain and certain districts and projects (identical to HB 1444 , handled by Sen. Schmitt, which was also signed today).

 

Senate Bill 940

(Sen. David Pearce, R-Warrensburg)

Relaxes bingo regulations in Missouri, including expanding the hours during which bingo halls can operate, increasing the number of games they are able to hold, and raising the cap on the amount of money they are allowed to spend on advertising.

Senate Bill 942

Allows municipalities to annex a parcel of land within a research, development or office park that is compact and contiguous to the existing municipal boundaries if the municipality receives written consent of all the property owners within the area.

 

Senate Bill 984

(Sen. Jim Lembke, R-St. Louis)

Removes the current Class B misdemeanor charge for any gaming licensee to take tokens, chips or other forms of credit used in gambling games for anything of value other than as a wager on games or exchanged for money, allowing gaming enterprises and their employees to accept tokens for food, beverages or tips.

 

House Bill 1375

Requires the development of a brochure relating to the connection between human papillomavirus (HPV) and cervical cancer and informing that an immunization against the infection is available. Also allows a physician to use expedited partner therapy by dispensing and prescribing medications to treat certain sexually transmitted diseases for non-patients.

 

House Bill 1977

(handled by Sen. John Griesheimer, R-Washington)

Changes laws regarding emergency services, such as requiring all basic life support ambulances and stretcher vans to be equipped with an automated external defibrillator and to be staffed by at least one person trained in its use, and allowing ambulance services to utilize intermediate-level emergency medical technicians.

 

All of the above bills, with the exception of SB 583—which contains an emergency clause and took effect immediately upon receiving the governor’s signature—will become effective Aug. 28, 2010.
