Adult Business Bill Moves Forward in Legislature as Session Winds Down

JEFFERSON CITY—A bill that would regulate sexually oriented businesses in Missouri cleared another legislative hurdle today after being passed by the House. Senate Bill 586 , sponsored by Sen. Matt Bartle (R-Lee’s Summit), now moves back to the Senate for final approval before it may be sent to the governor’s desk for signing into law.

Senate Bill 586 would impose several time, place and manner restrictions on sexually oriented businesses in Missouri. After Aug 28, 2010, the legislation would prohibit a person from establishing a sexually oriented business within 1,000 feet of a pre-existing school, house of worship, state-licensed day care, public library, public park, residence or other sexually oriented business. It also would bar a person who has been convicted of or imprisoned for certain crimes within the last eight years from establishing an adult business.

In addition, SB 586 would prohibit nude activity and restrict semi-nude activity, as well as ban the use, sale or consumption of alcohol within sexually oriented businesses. Senator Bartle’s bill would also restrict the hours of adult establishments by prohibiting them from operating between the hours of midnight and 6 a.m., and bar anyone younger than 18 from being on the premises at any time.

Senate Bill 586 must be passed before session ends at 6 p.m. tomorrow (5/14) to become law.
