COMMITTEE ACTION: Voted "do pass" by the Committee on Elections
by a vote of 8 to 5.
This bill creates a pilot project to allow military and support
personnel, merchant marines, federal employees working abroad,
and family members of these persons to vote via the internet.
The project expires on December 31, 2000.
The bill contains an emergency clause.
FISCAL NOTE: Cost to General Revenue Fund of $5,000 in FY 1999,
$0 in FY 2000, and $0 in FY 2001.
PROPONENTS: Supporters say that this pilot project improves the
process of voting for persons in the military. The project also
provides an opportunity for Missouri to be on the forefront of
voting technology.
Testifying for the bill were Representatives Fritts and Parker;
Rebecca McDowell Cook, Secretary of State; and Wendy Noren,
Boone County Clerk.
OPPONENTS: There was no opposition voiced to the committee.
