customers travel or auto related coverages from the requirement
to obtain a certificate of authority from the Department of
Insurance.

FISCAL NOTE:  Estimated Net Cost to Insurance Dedicated Fund of
$10,000 to $20,000 in FY 1999, FY 2000, and FY 2001.

PROPONENTS:  Supporters say that selling insurance is not a
primary business for car rental companies and that customers
purchase insurance as a travel benefit for limited use.
Requiring rental agents to obtain licenses to sell insurance
will cause car rental companies to stop offering this benefit.

Testifying for the bill were Representative Treadway; and
Enterprise Rent-A-Car.

OPPONENTS:  There was no opposition voiced to the committee.
