TRULY AGREED

SCS HB 1158 -- LOCAL PARKS

Under current law, any municipality or county, upon voter
approval, may impose a sales tax of up to 1/2 cent to fund local
parks or stormwater control projects.  The revenue may be used
for any local park or stormwater control activity authorized by
the governing body of the municipality or county.  This bill
allows the municipality or county to use such revenues for local
parks outside the municipality or county if it is engaged in a
cooperative agreement with another political subdivision.

The bill also updates statutes regarding vacancies on the board
of commissioners of the Tower Grove Park.

parks or storm water control projects.  The revenue may be used
for any local park or storm water control activity authorized by
the governing body of the municipality or county.  This bill
allows the municipality or county to use such revenues for local
parks outside the municipality or county if engaged in a
cooperative agreement with another political subdivision.

FISCAL NOTE:  No impact on state funds.

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee
on Local Government and Related Matters by a vote of 16 to 0.

Under current law, any municipality or county, upon voter
approval, may impose a sales tax of up to 1/2 cent to fund local
parks or storm water control projects.  The revenue may be used
for any local park or storm water control activity authorized by
the governing body of the municipality or county.  This bill
allows the municipality or county to use such revenues for local
parks outside the municipality or county if engaged in a
cooperative agreement with another political subdivision.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that this bill would allow cities to
work together to build a recreational facility.  This would be a
facility that all citizens could use.

Testifying for the bill were Representative McClelland; Glendale
City Manager; Missouri Parks and Recreation Association; and
Missouri Coalition for the Environment.

OPPONENTS:  There was no opposition voiced to the committee.
