COMMITTEE

HB 1120 -- PUBLIC OFFICERS AND EMPLOYEES

SPONSOR: Griesheimer

COMMITTEE ACTION: Voted "do pass by consent" by the Committee
on Governmental Organization and Review by a vote of 11 to 0.

Under current law, an elected official, member of a governing
body of a political subdivision, or employee of the state may
receive from the state, political subdivision, or state agency a
maximum of $500 per year for completion of services or sale,
rental, or lease of property other than compensation provided
for the performance of their duty. This bill increases the $500
maximum to $500 per transaction or $1500 per year.

FISCAL NOTE: No impact on state funds.

PROPONENTS: Supporters say this bill allows merchants in small
rural communities to sell to city government without violating
current law. Many towns only have one store and are not able to
buy basic supplies because they will exceed the $500 limit.
Some towns are forced to drive up to 30 miles to pick up basic
supplies they could get in their own town.

Testifying for the bill were Representative Griesheimer; City
Administrator and Director of Parks and Recreation, City of
Washington; and Missouri Municipal League.

OPPONENTS: There was no opposition voiced to the committee.
