The bill adds murder of a child 12 years of age or less to the
list of aggravating circumstances for a first degree murder
offense that is punishable by the death penalty.

PROPONENTS:  Supporters say that the bill makes it an
aggravating circumstance to the crime of murder in the first
degree justifying a sentence of death for a person who murders a
child less than 12 years old.
