SCS HB 1043 -- DISCLOSURE OF SOCIAL SECURITY NUMBERS
This bill prohibits a state entity from publicly disclosing a
social security number unless the disclosure: (1) is permitted
by federal or state law; (2) is authorized by the holder of that
social security number; or (3) is connected to a civil,
criminal, administrative, or arbitral proceeding in any federal,
state, or local court or agency. The bill specifies that the
term "publicly disclose" does not include the use of the number
by a state entity performing any statutory or constitutional
duty or disclosing the number to another state entity, the
federal government, or an agency of another state. Any entity
receiving a social security number is subject to the
confidentiality provisions applicable to the disclosing entity.
In addition, any costs incurred by a state entity as a result of
complying with the provisions of this bill when responding to a
request for public information under the state's sunshine law
(Chapter 610) may be charged to the person requesting the
information.

state investigation, or the issuance of a driver's license.
This bill contains a penalty provision.
FISCAL NOTE: No impact on state funds.
PROPONENTS: Supporters say that this bill is important to
preserve the confidentiality of social security numbers.

OPPONENTS: There was no opposition voiced to the committee.
