SJR 39 - This resolution submits a proposed constitutional
amendment which, if approved by Missouri voters, provides that
the Metropolitan Sewer District (MSD) (located in St. Louis City
and County) shall have all powers authorized by its charter which
are not prohibited by law. Currently, the constitutional
authority of MSD overrides the provisions of laws which are not
consistent with MSD's charter.
