Current Bill Summary

CCS/SB 945 - This act clarifies the eligibility of cotton growers to vote in an assessment referendum. Each grower is entitled to one vote. Current law allows one vote per acre dedicated to cotton production.

Further provisions specify a procedure by which commodity check-off programs handle user fees collected by applicable producers. Each commodity council is authorized to administer its own program or contract with the Department of Agriculture to manage the moneys consistent with procedures for nonstate funds. Commodity check-off fees are not to be considered state funds. The act has an emergency clause.
