Current Bill Summary

SB 867 - Article X, Section 22 of the Missouri Constitution requires school districts to roll tax rates back when reassessment causes a significant increase in the district's assessed valuation. Current law provides for a recalculated tax rate for use in the state aid formula, higher than the district's actual levy, such that the state aid for the district is not reduced due to reassessment roll back. The recalculated levy is abandoned when the district's actual levy is increased by the voters to a level equal to or greater than the recalculated levy.

This act removes the language calling for the calculation to be abandoned upon the subsequent raising of the levy, creating a calculated tax rate "add-on" which will be carried forward when the district votes a subsequent levy increase.
