SB 812 - The act specifies a detailed set of criteria which specify certain school districts for which the Commissioner of Education may establish waivers of certain laws and regulations affecting schools. The waivers shall continue for up to five years, and the Commissioner may remove such waivers from the district at any time.

Eligible school districts shall satisfy the criteria specified in the act, based upon enrollment, expenditures, graduation rate and postsecondary enrollment of graduates.

Exempted regulations include minimum school day, annual public reporting, designation of academically deficient schools, financial stress, maintenance of current operating expenditures, make up of lost days, school starting date, required staffing ratios and other rules as determined by the Commissioner.
